Harper brings business and political clout

Sharon Harper runs a real estate company, not a technology company, so she doubted she was the right person to head the campaign for Arizona's technology-transfer amendment.

But Gov. Janet Napolitano convinced Harper, a past chairwoman of the Greater Phoenix Economic Council, that her business and political connections were just the ticket. And Harper quickly saw the issue as fundamental to things she cares about: universities, job creation and opportunities for young people, such as her four children and niece.

"It's not just a technology issue," Harper said. "It's a state of Arizona, future-generations issue. Our job is to articulate the message."

Harper, president and chief executive officer of the Plaza Cos. in Peoria, is co-chairwoman of Arizona Forward, the committee formed to push for passage of Proposition 102 on the Nov. 2 ballot.

The proposition, also known as the technology-transfer amendment, would change the state Constitution to allow universities to accept stock in young companies that want to license and commercialize professors' inventions.

U.S. Department of Labor's New Overtime Security Rule Goes Into Effect Monday August 23rd, 2004


New Rule Strengthens and Protects Worker's Overtime Pay
August 2004 (Newstream) -- The U.S. Department of Labor's new Overtime Security Rule strengthens and protects overtime pay for 6.7 million salaried workers, including 1.3 million salaried "white collar" workers who in the past were not entitled to overtime pay under old regulations. These workers will gain up to $375 million in additional earnings every year. The new rule goes into effect on Monday, August 23, 2004.

The new Overtime Security Rule nearly triples the minimum salary threshold, below which workers are guaranteed overtime pay. Under the current 50-year-old regulations, only workers earning less than $8,060 annually were guaranteed overtime. The new Overtime Security Rule guarantees overtime for workers earning $23,660 or less annually.

To provide even stronger overtime protection for workers, the Overtime Security Rule includes new provisions that clearly state "blue-collar" workers, police officers, fire fighters, paramedics, emergency medical technicians, and licensed practical nurses are entitled to overtime protection.
